RUSS FORCE VICTORIOUS

Reported in Complete Control of Province West of Ksingan River

TOKYO, Nov. 25.—The invading Russian troops are reported to have met with exceptional successes and apparently are in complete control of the Province west of the Ksingan River. Chailar, the most important westerly city, fell late Sunday before a force of Soviet cavalry and tanks, Harbin dispatches to the Rengo Japanese News Agency said. The Chinese losses are estimated to run as high as 12,000. Earlier Harbin dispatches said the population of Chailar was panic stricken and fleeing by every available means.
