Strike Back Sharply at Refusal of Unions to Hear President's Plea
Washington, March 19.-(P)-Railway managers Monday renewed their demand on employes for a 15-per-cent reduction in basic wages to become effective July 1.
Previously, the managers had proposed that the present 10 per cent cut be continued until April 30, 1935. The employes refused that flatly.
President Roosevelt had requested that the present railway wages be continued unchanged. The 10-per-cent reduction has been in effect since 1932.
The managers left open for possible negotiation a resumption of their offer to accept a continuance of the 10-per-cent reduction.
"In the light of the position which you have taken, in respect to the matters which we have been considering at this conference," said the managers, it would seem that we have no alternative except to withdraw from your consideration our offer to defer a reduction in basic rates of pay which we made in an earnest and sincere effort to cooperate with the president of the United States in order to aid in effecting a national recovery during the year of 1934.
Leaves Only Reduction
"This will leave before us for consideration only our notice of a 15-per-cent reduction in basic rates of pay to become effective on July 1, 1934.
"It was to consider that notice that this conference is held pursuant to the agreement between your association and our committee and under the railway labor act.
"In that agreement you and we agreed that, in the event that notices of a change in rates should be served by either party between Feb. 15, 1934, and July 1, 1934 the proceedings thereunder shall be conducted pursuant to the provisions of the railway labor act and each proceeding shall be conducted nationally in order that the matter may be handled to a conclusion as expeditiously and as reasonably as possible."
The managers adjourned their conferences subject to call.
The chiefs of the 21 labor unions immediately assembled to consider the situation.
Another formal conference may be held Tuesday or Wednesday, but this is uncertain.
