European extracts, of the last dates, furnish very little news. Cotton and Tobacco continue low in England. On the continent, many distinguished houses have failed. The British parliament had before them the bank concerns. The proposition most likely to succeed, is a continuance of the restriction on cash payments; and after the lapse of a given period, that the bank shall give in exchange for its notes gold duly assayed, so as not to make more than 4 pounds 1 shilling to the ounce. Under the proper head will be found the articles of most interest from South America.
