ROUGH TREATMENT.—Mr. Cogswell, of the night police, who, last week, arrested a man supposed to be a deserter from the U.S. troops stationed at Winchester, under instructions from the Military Commissioner of this district, yesterday, took his prisoner to Fort Washington, where it was said he had re-enlisted. The officer reports that the Commandant at the Fort refused to give him a receipt for the man he carried there, found fault with him for having made the arrest, and intimated very strongly that if he came there again on such an errand incarceration in a casemate might be his portion. The commandant then released the prisoner and gave him a permit to return to this city on the same boat with the officer who had taken him to the fort.—The arrest was made upon what are still considered justifiable grounds.
