WASHINGTON, D. C. (NNPA) - In conformity with the action of the Republican Steering Committee, Senator Leverette Saltonstall, Republican, of Massachusetts, last Tuesday offered a resolution to amend the Senate cloture rule to make it possible for a Senate majority to limit debate on any pending measure.
The effect of the changes in the rule proposed by the Saltonstall resolution would be to make impossible the situation created by Southern Democrats during their filibuster against permanent fair employment practice legislation when they resorted to the tactic of correcting the minutes to prevent even the presentation of a petition for cloture.
Senator Saltonstall was delegated by the Republican Steering Committee to draft the resolution after the committee had agreed in closed session that the cloture rule should be amended "so the various dilatory methods of preventing its application can be eliminated."
PEPPER ANNOUNCEMENT
Immediately following the defeat by a vote of 41 to 41 of a petition for cloture on the British loan last Tuesday, Senator Claude Pepper, Democrat, of Florida, announced that a bi-partisan group of Senators plan to seek revision of the Senate cloture rule to make it possible for a Senate majority, at any time, to:
1. "Require that debate be relevant to the subject under consideration."
2. "Determine what is the business of the Senate;" and
3. Determine the time when vote should be had upon measures pending before the Senate."
Senator Pepper said the bi-partisan group, to which he referred, wants a motion to invoke these prerogatives by the majority to be a privileged motion, which could be presented to the Senate at any time, "even while another Senator was addressing the Senate."
BI-PARTISAN ACTION
Whether the bi-partisan group would join in pressing the Saltonstall resolution or would offer a resolution of their own was not disclosed by Senator Pepper.
Besides blocking a vote in the Senate on the FEPC bill, a filibuster threatens to block the anti-poll tax bill, if it is called up.
Any change in Senate rules first would have to be approved by the Rules Committee headed by Senator Harry F. Byrd, of Virginia, who is against limitation of debate in the Senate.
