Parisian intelligence dated July 22d, dictated no doubt by experience, and resulting from judicious observation, informs, that "the arret which orders a better treatment to be used by the colonists towards their negroes excites the most warm complaints. The masters pretend, that their slaves ought to be entirely subject to their caprice; they would have them work as long as they please, make them almost expire with fatigue; and not be confined to the right allowed them by law, though too inhuman, of giving them fifty lashes with a whip. This law has brought to light some secret memoirs, which prove, that every West-India planter, were he placed at the head of an empire, would at least be as cruel as Sardanapalus, Busiris, or Nero."
