The New Banks—still on the tapis.— Yesterday, the sections for adding three Literary Fund—Banks, at Richmond, a Norfolk, and at Petersburg, were taken up.
Mr. Mercer spoke at considerable length in their favor, expatiating upon the situation of its funds from the proposed institutions, that might be expected in the augmentation of the Literary Fund, and the advantages.
Mr. Anthony enquired if he had a right to move an amendment to these sections—which being conceded, he proposed a section for authorising the Literary Fund Bank at Richmond to establish a branch at Lynchburg—which was agreed to.
The question was then taken on all the sections relative to the Literary Fund Banks and adopted.
Mr. Mercer then moved to add a new section to the Bill for authorising two banks to be established in Loudoun, one at Leesburg, with a capital of $174,000: and the other at Waterford, with the same capital: motion rejected.
On which, Mr. Mercer moved a new section, authorising only one bank in Loudoun, to be located at Leesburg or at Waterford, as the Commissioners might select: Motion carried.
Motions were then made by the following gentlemen, for adding new sections to the bill, viz:
By Mr. Benton, to establish a bank at Winchester, with a capital of $250,000.
By Mr. Marshall, for a bank at Warrenton in Fauquier, capital $250,000.
Mr. Heath; at Dumfries; capital $174,000—
Mr. Mercer (in the absence of Mr. Ouldbridge, who was unwell) a bank at Weldon, Brooke county; capital $300,000.
Mr. Colston: in Jefferson county; $200,000.
Mr. McWhorter; at Clarksburg; $200,000.
Mr. Thompson; West End, Fairfax county. $250,000.
Mr. Colston; at Romney Hampshire county, capital blank.
Mr. Irwin; at Wheeling; capital [blank.]
Mr. Craighill; Moorefield, Hardy; capital [blank.]
Mr. Buster—Charleston, Kanawha: $200,000.
Mr. Stokely; Parkersburg, Wood county; $174,000 dollars.
Mr. Cocke; Fincastle, Botetourt, $274,000 dollars.
Mr. Crawford; at Staunton; 250,000 dollars,
Which with the three adopted on Thursday & the three literary Fund Banks, will make in all 21
These successive motions were agreed to.
Mr. Pollard hoped the bill would lay on the table until this day, to give Mr. Tazewell, whose arrival he expected an opportunity of offering a section in favor of a bank to be established for the aid of the Roanoke Navigation,
Mr. Chamberlayne supported this motion, saying, that although he expected the bill would pass, and any opposition to it would be ineffectual, he wished time to consider it, that he might try to make it as perfect as possible.
Some conversation took place on this subject. Mr. Mercer expressing his wish that the bill might be engrossed by Monday to be read a third time. The motion to lay it on the table was finally acquiesced in, when the House Adjourned.
