Among the Despatches lately received by the Department of State from our Minister at Bogota, is a copy of the Constitution promulgated on the 26 of February last, for the State of New Granada. A detail of its provisions would be tedious; they are perhaps too numerous, the powers and restrictions of each body and officer being defined with a degree of minuteness which may prove embarrassing in practice. Its principal features do not differ from those of the former Colombian Constitution, or from our own, which served as a model for both. The Territory is divided into Provinces, those into Cantons, and the Cantons into Parishes. There is a legislature to each Province, its Governor, however, is appointed by the Supreme Executive. The General Government is declared to be "Republican, Popular, Representative, Elective, Alternative and Responsible." The inhabitants are to be "protected in the exercise of the Catholic Apostolic Religion." The right of suffrage is only to be enjoyed by citizens, and those only are accounted citizens, who being of age possess the means of supporting themselves without entering into the service or employment of any one. After 1850, they will also be required to be able to read and write. No mention is made of a Jury, which institution is indeed totally inapplicable in the present state of the country. Globe.
