PHILADELPHIA, Feb. 11.

Flax and hemp, require the particular attention of the farmers and planters at this time. Our navigation being revived, the hemp made is not sufficient for our wants, and the ropemakers were obliged to use so much flax last year, that it was raised at one time 30 per cent. by their purchasers. A heavy duty is laid upon foreign cordage, and after the first of December next, another heavy duty will take place on foreign hemp. The coarse linen manufactory has become considerable, and affords a constant and great demand for flax. Four sail cloth manufactories are established at Boston, Salem, New-Haven and New-Hampshire, the first of which, it is said, has increased its capital, after making a careful experiment, to ten times the original sum. We have no doubt but that Baltimore, Philadelphia, New-York, and other towns, will very soon establish such factories, as the charges of importing sail cloth are full 25 per cent. upon their first cost in Europe.
