NORFOLK, Nov. 12.
Captain Winns, of the schooner Feronia,
arrived at this port on Saturday last from
Cadiz, which place he left the 24th of Sept.
Captain W. informs us, that things remained
at Cadiz, as at the date of last advices,
the French had not advanced, but it was
reported that they had lately received a re-
inforcement of 14,000 men, but this was
only report. Markets at Cadiz for Sour
very dull, at 14 1/3 dollars.
The United States' frigate Essex, capt.
Smith, sailed from Hampton Roads this
morning, with despatches for Mr. Pinkney
and general Armstrong.
Captain Winns, whose arrival is noticed
in another article, has favored us with Ca-
diz papers to the 22d of September, which
we put into the hands of a gentleman who
occasionally favors us with translations.
This gentleman informs us that their con-
tents are of little interest, relating principal-
ly to official acts of government, and details
of attacks on small detachments of the
French, according to the system of war
wisely adopted by the Spaniards. Papers
were received by a vessel from Carthagena
which stated that the French army under
general Sebastiani, had made an attack up-
on the Spanish army of the centre, in which
the French were repulsed and compelled to
retreat with great loss.
The papers contain details of insurrec-
tions in various parts of Spain, particularly
in Siena de Ronda in Granada.
