DR BUTLER ASSAILED BY WAYNE WHEELER

Washington, May 1-"A man who shows such ignorance of the constitution and the duties of citizenship should be starting to college rather than heading a great university," declared Wayne B. Wheeler, generalissimo of the Anti-saloon league today, in a scathing attack on Dr Nicholas Murray Butler, president of Columbia university, who startled the country a few days ago with a vehement criticism of prohibition.

"Dr Butler gave utterance to many statements which savor of an approval of the doctrine that a citizen may, with moral impunity, disregard the 18th amendment," declared Wheeler. "This comes dangerously near the advocacy of the proposition that any citizen may choose the law which he will obey. This reasoning is the same as that urged by anarchists in justification for their activities.

"If lawless conditions are to be remedied, it is not to be brought about by the advocacy of such suggestions as those of Dr Butler. If the 18th amendment is a mistaken policy of government, the people of the United States may repeal it in the same manner in which it was enacted, and they will do so if they are convinced that the policy is a mistake.

The 18th amendment was adopted as prescribed by law and has been declared valid by the supreme court.

"The surrender to lawlessness which is implied in the statement that the 18th amendment cannot be enforced ought not to appeal to red-blooded Americans. In a government where the people themselves make the laws, they can enforce these laws."
