LONDON, July 19.-Delegates representing 288,000 coal miners in various parts of the country, met in Birmingham to-day to consider the proposal of the mine owners to reduce wages 25 per cent. After a lengthy and heated debate a resolution was adopted declaring that the conference was opposed to the reduction. No decision was reached to-day on the question of a strike if the mine owners persist in their intention to make the reduction. The strike, should one occur, would be the largest movement of the kind that has ever taken place in the United Kingdom.
