LONDON, March 24.

A morning paper of this day stated, that the cause of his majesty's sudden return to town on Tuesday was much more important than was at first generally believed. It said, "that on Tuesday morning, ministers received advices from Vienna, of the emperor's having, at last, confessed his utter inability to prosecute the contest with the French Republic, and acknowledged the necessity of making an immediate peace." It stated, "that in the notification which his Imperial majesty has made to our government, he dwells upon the menacing attitude of Prussia, who has concluded a treaty, offensive & defensive, with France; and who threatens, in conjunction, and co-operation with France, to over-run the whole German empire. He accompanies this information with some remarks upon the ambition and avarice of the king of Prussia. He takes a review of the conduct of Austria from the commencement of the war—he enlarges upon the vigor and valor of his troops, and the promptitude and energy of his operations—he laments that they have not been attended with that success which he had reason to expect—he declares his attachment to Great Britain—laments the fatal necessity that has compelled him to take the present step—and, finally, declines any further pecuniary aid from this country—for the happiness, the prosperity, and the dignity of which, he expresses the warmest regard."

PETITIONS.

The example of the city of London, in petitioning his majesty for the removal of his ministers, as a preliminary to peace, is expected to be immediately followed by every town of consequence in the kingdom. The inhabitants of the borough of Southwark meet on Monday next for that purpose; and a meeting of the citizens of Westminster, we are informed, is to be held in the course of next week.
