"This bill, will produce a state of feeling of which it is impossible to foresee the consequences a mere Oath of Allegiance without further legislation on the subject, merely the affirmation of an abstract principle, might be submitted to; but an act defining Treason, which can only look to that conflict of duties that may arise from the enforcement of the Ordinance of the Convention, adjuring allegiance to the United States, will open anew those wounds which might be healed, if not entirely closed, by moderate and conciliating measures. To carry through the amendment of the Constitution is perhaps an unavoidable sacrifice to the pride of party, but to go a step further can only be for the purpose of exasperation and unnecessary triumph. We hope that if an act defining Treason to be enforced by corresponding penalties passes the House, that the Senate will throw itself into the breach and save the peace of the State."
