France has to add to the inquietude and hardly suppressed fermentation of her capital, a new embarrassment, in the measures which the subjects of the See of Rome, in the territory of Avignon, have embraced. That territory, environed by the dominions, and early pervaded by the spirit of France, had long resolved to shake off the Pontifical yoke, and unite themselves to the French Empire, from which they had been torn. Considerable division and embarrassment were created in the National Assembly by their proposition.
