Extract of a letter from Petersburgh, Jan. 25.

The Court has received accounts from Mr. Billing, who was sent by the Empress about a year ago, to reconnoitre the coasts of the Northern ocean, to the East and North extremity of Asia. This intrepid voyager, after happily traversing all Siberia, built a vessel proper for prosecuting that dangerous design, and embarking therein, went down the Kolyma, and sailed from the mouth of that river in May last, along the coast, to discover the Cape where Capt. Cook terminated his discoveries, and the position of which he has placed differently to what all the Russian navigators had done before him. If the ice favors the boldness of Mr. Billing, he will try to double Cape Tschutskoy, and return to Kamchatka.
