-TO THE EDITOR-

Washington.-April 13.-'16.

"Yesterday the bill passed the Senate of the U. S. making farther provision for military services during the late war'-[It has now passed both Houses, and only waits the signature of the President to become a law of the land ] I wish you to avail yourself of the earliest opportunity of giving publicity to the fact, for the benefit of the parties concerned. The principal provision in the law alluded to, is, in substance, that the women and children, if the latter are under sixteen years of age, or if there be no child, then the widow of every militia-man, who was killed or who died in the service of the United States, or while returning home, shall receive half pay for five years -This act is justified by policy as well as dictated by justice-It will give relief to the survivors of the victims of the war—It is in acts of this kind, that a government manifests its benevolence, and realizes the hopes of its friends-It looks with an equal eye to the condition of all; and the poorest citizen is cherished with parental affection -Congress will rise in this month."

We are gratified to learn, that Mr. J. Barbour, to whom Virginia owes so much for his exertions during the war, has taken a deep interest in the above bill. This is consistent—he was the first to call the militia into the service of his country—he is among the first to call upon his country to reward them for their sacrifices.
