Coincident with a warning to France by President Roosevelt against the Vichy government's moves toward a closer tie with the Axis powers, the U. S. coast guard took into protective custody 13 French ships in U. S. ports. including the gigantic $60,000,000 liner Normandie,

The Normandie, second largest ship in the world, has been tied up at the Hudson river pier since August, 1939.

Coast Guard Commander J. S. Baylis, shown telling reporters of the U. S. move, said the ships "are not seized" but that an "adequate guard" had been placed on them "for adequate protection from any outside influence."
