Captain Lilly, from Jamaica, informs us, that the whole coast round the leeward islands, swarm with French privateers, fitted out at Cuba. Without commission, and manned with desperadoes, from every quarter of the globe, they indiscriminately capture every vessel which affords them the least probability of plunder. The governor of Cuba winks at these outrages and permits them to persevere in their piratical conduct, without the smallest molestation. - Captain L. on his outward bound passage, was boarded by one of these pirates, but he being loaded with lumber, they contented themselves with carrying off all his sea-stores, with what other valuables they could lay their hands on.
