London, Dec. 20.--(By the Associated Press) - The Sunday Times "understands" that the Mussolini government, in full agreement with the Italian crown, intends in the course of the coming year to proclaim Italy as an empire.

It is further understood, the Sunday Times adds, that the idea is not unfavorably viewed in Vatican circles, and that a friendly solution of the "Roman question" might possibly synchronize with the proposed political change.

Great reticence is being observed in government circles in Rome, but within the inner circles of Fascismo, the startling development it is asserted is being freely discussed.
London, Dec. 20.-(By the Associated Press)--The kingdom of Italy was constituted in 1861, when Victor Emanuel, king of Sardinia, was proclaimed the first king of Italy. Venice was annexed in 1866 from Austria and Rome in 1870 from the Holy See.

The new empire, if the reported plan is put into operation, would comprise Italy proper, Sicily, Sardinia, Elba and various small islands with a total length of coast of more than 4,000 miles.

The dominion of Italy on the coast of the Red Sea, known as the colony of Eritrea, covers an area of 45,754 square miles.

The colony and protectorates of Italian Somaliland have an area of 154,000 square miles. Italian Libia, comprising Tripolitania and Cyrenaica, on the north coast of Africa, has an area of 580,000 square miles.

In the war with Turkey in 1912 Italy occupied a number of islands in the Aegean.

The World war brought further territorial gains of Southern Tyrol, Istria and Zara and Fiume.

The first Roman emperor was Augustus (Caius Octavius) who died in the year 14.

The house of Savoy is the present reigning dynasty.

Recently several constitutional reforms were established by the Italian parliament, which permitted Premier Mussolini to act virtually without parliamentary approval, needing only the consent of the king. This means that royal decrees would enable the government to carry out necessary acts of state without the need of legislation.

In a speech not long ago Mussolini indicated that something unusual would happen soon, but he did not reveal the secret.
