To the FREEMEN of Philadelphia County.

Fellow-Citizens,

ON Friday next, the 21st instant, you will again be called to the exercise of a most important and interesting privilege, for the purpose of choosing a person to represent you in the State Legislature, in the room and stead of John Hutton, Esq. who has resigned.

It is at all times highly essential, that you should examine with candour and patriotism the qualifications of those men who solicit your suffrages for stations of trust and responsibility :-at present, however, when the honor and prosperity of our common country are at stake, it is peculiarly incumbent on you, as free and enlightened citizens, to discriminate, with jealous circumspection, the pretended from the real friends of the government. On a subject of such immense moment, then, I trust you will listen to me with serious and respectable attention.

The active enemies of the Federal government, who leave no effort of opposition untried however often foiled, are determined, at the ensuing special election, to support, with their votes, the disgraced and contemptible George Logan; a man whose recent conduct you are all convinced deserved, as it has received, the unqualified censure of every honest American; and who, by a long series of opposition to government, has proved his inveteracy to all legitimate authority. Citizens of Pennsylvania, you live in the centre of political information-you cannot be ignorant of the unwarrantable and presumptuous interference of this man -you cannot view, but with indignation and contempt; this feeble insect crawling from nothingness, and aspiring to the confidence of his country, without a particle of merit, or a single act of service to recommend him--Your known discernment, your active patriotism, your love of public virtue, your respect for the laws, all conspire to render him deservedly odious in your estimation.

Even had this man, in the assumption of a diplomatic character, effected an actual reconciliation, 1 the unwarrantableness of his authority, the arrogance of the undertaking, would deserve your severest reprobation; and the terms of pacification, however favorable, coming through that dirty and illegal channel, would be rejected by a people free and independent.-France having no right to prescribe the qualifications of our ministers, we would concede it to her, if we appeared the least thankful for the exertions of this imposter. But he has done nothing towards a reconciliation, even if we were inclined to avail ourselves of his embassy He has visited France and returned the same has been done with as much effect, by many of our captains of vessels and seamen.

Under these considerations, fellow-citizens, how does your own reflection impel you to act ? To elect him, will be to sanction his infamous presumption-it will be a stain on our state a reproach to the general government of the United States, and a temptation to others to follow his footsteps. Let me conjure you, then, as you over -der, as you love freedom and independence-as you esteem the present happy government, resist with unanimity and spirit, the unreal pretensions of this candidate for your suffrages.I recommend to You, BENJAMIN CHEW, jr. a gentleman, in every respect capable of representing you with justice and credit.
