Coal Miners of Two States Are Holding Convention in Billings.

(Special to the Bulletin.)

Billings, April 11.

With delegates in attendance from every coal mining local union in the states of Montana and North Dakota in attendance, the regular bi-ennial convention of district No. 27, United Mine Workers of America opened here this morning in Trades Union hall.

Over 6,000 coal miners in the two states comprised in the district were represented.

The meeting was called to order promptly at 10 o'clock by District President Henry Drennen, with District Secretary Robert Condon and Stephen Ely, president of the Montana State Federation of Labor and international board members of the United Mine Workers from this district in attendance.

The convention assumes particular importance at this time because of the number of extremely important matters which are scheduled to come before it for deliberation. Prominent among these are the conditions under which the miners in the two states

will work during the coming two years. As the basis for an agreement, in so far as it pertains to wages or prices to be paid contractors, was fixed at the recent scale meeting of the central competitive fields held in New York, the working conditions to be established during the coming two years will be the principal bone of contention.
A scale committee will meet with a like committee from the Montana Coal Operators' association during the convention to adjust these differences.
It is also likely that political action along the lines laid down at the recent convention of the Montana State Federation of Labor which met at Great Falls will receive consideration with every probability that favorable action toward endorsement of the Montana Labor league will be taken.
