THE NATION'S AFFAIRS.

SOME NEW APPOINTMENTS MADE.

WASHINGTON, June 1.—The President to-day appointed Judge Isaac R. Maynard, of New York, Second Comptroller of the Treasury, to succeed Upton, resigned. E. O. Graves assumed charge of the Bureau of Engraving and Printing, and Cashier Whipple took charge of the office of Assistant Treasurer. Commissioner Belknap took charge of the National Naval Observatory, and Col. Wilson succeeded Col. Rockwell as superintendent of public buildings and grounds of the District of Columbia. Thomas Brenner was to-day appointed private secretary of Secretary Manning, vice Snyder, appointed chief clerk in the office of the United States Treasury. Other promotions of minor importance to fill vacancies caused by these changes were made in the Treasury Department.

The President to-day appointed Robert A. Howard, Arkansas, to be an assistant attorney general; Albert N. Hatheway, of Connecticut, United States consul at Nice, and collectors of internal revenue, Robert M. Henderson, fourth district of Texas, and Robert Barnett, fourth district of California.
