Seized by Spanish Authorities.

PHILADELPHIA, Dec. 27.—The brigantine Josefa, arrived from Montego Bay, Jamaica, reports that on her outward trip from New York, while discharging cargo at Arroyo, Porto Rico, she was seized by the Spanish authorities because 20 packages of cornstarch which were marked on her manifest could not be found, and was held until a fine of $4,000 had been paid, although the value of the missing goods did not exceed $200. The master and crew suffered many indignities at the hands of the governor of the island and his officials. The authorities offered to settle the matter if the whereabouts of the packages could be explained. After the payment of the fines, it was discovered that by mistake they had been delivered on board the ship Josephus. Explanation was made to the Spanish authorities and a return of the fine was requested, but was refused and the Josefa then left the port. The owner has filed a complaint against the Spanish government with Secretary Bayard.
