Washington, Dec. 6. (By the Associated Press) President Coolidge addressed congress today for the first time since he became the chief executive. Following the precedent of Wilson and Harding he delivered his message in person in the hall of the house of representatives, which was crowded to capacity. This address broke the studied silence he has maintained on public questions since he succeeded to office. Senators, representatives and spectators stood and applauded when the president appeared.

I stand for a tax reduction brought about by the elimination of the creation of new departments, commissions and high salaried positions handed out in payment for political obligation.
"With the executive a few on hand the progressives and the standpatters' in connection with organizing the house for this eighth congress But this will place the Democrats in admirable position to make history for our party to be used in the 1924 campaign."
Concluding, the congressman said: "Let those in authority who have the great task of administering the affairs of government and let the congress stop playing politics, use a little more common sense, and put the departments of government on the basis that any good business man would place his own private business: look more into the creating of markets and just marketing system for the agricultural interests and pay less attention to the kind of propaganda broadcast by the United States chamber of commerce and the Mellon interests, which advocate railroad and ship subsidy, as well as a full control of the federal reserve system by those who are controlled by Wall street, and the tax problems will be solved."
