Edward Gouion, Master of Horse to the Czar of Russia, purchased a plantation near Shreveport, La., early last year to study cotton raising. He believes Central Asia offers great possibilities for cotton and is en route to St. Petersburg to apply this knowledge. He and Prince Dalgarouky own large plantations in the Asian cotton belt, to be planted in cotton with Louisiana overseers and negroes teaching natives. With imperial favor, they have tariff and transportation promises.
