At a time like the present, when there is every reason to expect that our country will be involved in a war with one of the two most powerful nations of the earth, it certainly would be the policy of wise legislators, to hold forth every encouragement to induce men of talents and enterprize, to devote themselves to the service of their country. What opinion then must every unprejudiced person form of the wisdom of a majority of our legislators, in the lower house of congress, in rejecting the amendment of the senate to the bill to remit the duties payable on the Monument lately imported, to be erected in memory of the brave officers who fell before Tripoli?
