The late Speech of the President contains the prominent features of the policy, wisdom and energy, of the American Administration.
While obstinately tenacious of National Independence, when assailed by the wanton aggressions of a foreign nation, it declares to the world, that the humane and pacific principles that have ever actuated our Government, still operate in full force. We are cautioned not to sleep on our posts; that the more desirous we are for Peace, the more vigorous must be our preparations for War: and that new and cogent reasons demand at this moment, the full development of our energies and resources. We are told, that the French government still persists in measures hostile to our national Sovereignty and Independence; that even her pacific professions are qualified in a manner injurious to our national Rights, and are accompanied with groundless imputations against our sincere and repeated overtures for Peace. Thus circumstanced, Should France not shortly "discover a sincere disposition to desist from her actual hostility, to make reparation for her ravages on our commerce, and to be just towards us in future," what can the American Government and People resort to, but actual warfare, to vindicate their Rights against a nation who intend hostility even in their loudest professions of friendship?
