CEDAR RAPIDS, Ia. (AP) The president of the Hawaiian Territorial Senate says that Hawaii has "more than passed the acid test of statehood, economically, socially and politically." Senator Wilfred C. Tsukiyama told the annual alumni banquet of Coe college that the United States has never been "so closely on the verge of admitting a 49th State" as it is now. He said the 81st Congress should pass the statehood bill now before it "so that Hawaii can emerge from its nebulous status as a government orphan and take its place in the constellation of States." The original concept of a Territory, Tsukiyama said, was that it was "an ephemeral form solely designed to prepare a Territory for statehood."
"Hawaii has been on probation for 49 years. Hawaii has more than passed the acid test of statehood, economically, socially and politically."
In all respects, he said, Hawaii is further advanced than any of the other 29 states that formerly were territories, at the time they were admitted to the United States.
"Though the fashionable Hollywood version of Hawaii is a land of grass shacks and sarongs, Hawaii is a highly developed American community, where white tuxedo jackets are as much in vogue as they are in Hollywood," Tsukiyama said.
He declared Hawaiian internal revenue payments to the federal government exceed $100,000,000 annually. Federal expenditures in Hawaii are about one thirteenth of that amount, he said.
"Hawaii is at a specific disadvantage in this respect: because Hawaii is at the whim of Congress on appropriation measures," Tsukiyama declared.
"In this respect Hawaii in asking for statehood, is only asking for fair play."
