Representative McKenzie Has High Words of Praise Now.
Warns Against Saddling of Large Army on Country.

Washington, Feb. 12.—Tribute was paid national guardsmen today by Representative McKenzie, Illinois, member of the house military committee; when the army bill came before the house.

McKenzie explaining why he had asked in committee the guard be given a large appropriation declared the "citizen soldiers" had made good.

"There is not a man in this country who does not thrill at the record of the Rainbow division," McKenzie exclaimed.

McKenzie said the war department had asked for a measure creating permanently the general staff as now organized and that the committee had not followed the recommendation. He warned house members to watch out for provisions in the bill which "might saddle this country with a large standing army and permanent military machine."
