Extract of a letter from Lisbon, July 15.

" We are anxiously expecting the Determination of a matter of no small consequence to the interest of the United States, namely, the Commencement of hostilities between the English, assisted by the Dutch ; and the Spaniards assisted by the French.—The latter continue arming ; the Spanish Fleet is entirely fit for sea, if not already sailed ; and it is here confidently reported that the English and Dutch fleets have formed a junction off St. Vincent.— It is needless to add, that all this bears no very peaceable appearance."
