By the arrival of capt. Stickney, at Salem, from Liverpool, English accounts are received to Jan. 25th. The British Parliament convened on the 22d. On the 23d the King's Speech was delivered by commission. The remarks in the first part of it relate to the Expedition to Flushing; and to the events which have taken place in Austria, Sweden, Spain and Portugal.
The following paragraph is all that is said in relation to the situation of affairs between England and the United States.
His Majesty commands us to acquaint you, that the intercourse between his Majesty's Minister in America, and the Government of the United States, has been suddenly and unexpectedly interrupted. His Majesty sincerely regrets this event: He has, however, received the strongest assurances from the American Minister resident at this Court, that the United States are desirous of maintaining friendly relations between the two countries. This desire will be met with a corresponding disposition on the part of his Majesty.
The other paragraphs allude to the trade and revenue of the kingdom, which are stated to be highly satisfactory; and to the necessity of a vigorous opposition to the unabated animosity and violence of France.
In the House of Lords the numbers in favor of the Address, in answer to the Speech, was 144—against it 92—ministerial majority 52—In the Commons for the Address 263—against it 167—majority for ministers 96.
We find very little in the debates on the subject of American affairs. It was intimated that the subjects in dispute between the two countries were in a train of amicable discussion:—But no mention had been made of sending a new minister to the U. States.
