We have seen in some of the Northern prints an intimation, which appears to have been copied from a paper in this District, that our government had refused to make a treaty of commerce and amity with Sweden.
Such a variety of rumors circulate in the atmosphere of this city, and its sisters Georgetown and Alexandria, by which we are sometimes ourselves liable to be misled, that we should not think it necessary to notice this, because, whether true or false, it is unimportant, and would convey no charge against the government; but that it is stated with an air of authority which entitles it, perhaps, to some notice.
We do not believe the statement to be true, because we have not heard that the Swedish minister, possesses the necessary powers to negotiate such a treaty, and, if he do not, of course the government had no opportunity to refuse to negotiate such a treaty, as is said to have been proposed. Tho if such an invitation had been given to the government, it might have been declined on various grounds. It is possible, for instance, that our Minister to Gottenburg may be charged with instructions to negotiate a treaty there. Whether he be or not, the facts of the appointment of a Minister of the highest grade to Sweden, and the consent to negotiate with our enemy within its dominions are sufficiently indicative of the disposition of our government to be on terms of amity with Sweden, and blunt the point of the accusation unjustly made against them of a different disposition.
Coupled with the statement we have alluded to, was another that our government had recently refused to receive a minister from Spain. This statement has probably a better foundation than the other. We have no doubt, if the Chevalier D'Onis has made a second application to be received in the capacity of Minister from Spain, the government has answered him now, as it did on a former occasion, that whenever the government of Spain became settled, the United States would gladly recognise any representative whom it should depute to this country.
