The French Court, it is positively asserted, have given their ultimatum to England, Prussia, &c. in a manner highly satisfactory to all parties. They have also informed the Dutch patriotic party, that they cannot consistently interfere in their dispute, as their precipitancy in suspending the Stadtholder from his hereditary offices, admits neither of palliation nor justification; that they wholly disapproved the violence of their proceedings; and that their friendly mediation had in view the general tranquillity of the Republic, rather than the exciting of intestine commotion, and encouraging the ravages of a civil war. To this effect the Marquis de Verac, the French Ambassador at the Hague, by order of his Court, has communicated to their High Mightinesses.
Yesterday's mail from Ostend seems to confirm the opinion, that the States of Holland, alarmed by a separation of the confederacy, the number of people that have left the province, and the quantity of specie sent out of the country to other banks for security; to which may be added, the decay of trade, and a prospect of their commerce being diverted into another channel, if the troubles should continue; seem to be returning to reason, and are sat down to consider of the terms proposed for an accommodation, which may probably have the desired effect. In Austrian Flanders, however, the prospect is far different; the Brabantine talk of opposing the Emperor to the utmost, who, however, is not to be diverted from his purpose, and by the troops now nearly in motion towards that quarter, will carry by force, what he has before put in the semblance of recommendation.
The Emperor has made known his friendly dispositions to the Stadtholder. This enterprising Monarch sees the designs of France on the Republic, and feels his true interest in counteracting them. His voice therefore decides the matter. France dares not act against the united powers of the Empire, England and Prussia. The Stadtholder will be reinstated in his authority, and the French faction in the Republic be for ever extinguished.
