"That the sum of $116,895.08 had been paid into the State Treasury, to the credit of the General Fund, in Controller's Warrants, by the Treasurers of seven counties, out of $199,325.49, which had been collected to be credited to that fund."
After showing this fact, the Union makes copious extracts from the Revenue Law to show that the officers have no right to make their payments in Controller's Warrants, unless the same are actually received from the tax payers. The law makes such a transaction a misdemeanor, and imposes a fine not exceeding five thousand dollars, or imprisonment in the county jail not exceeding six months. From the manner in which the Union adheres to this subject, it evidently believes that the county officers have been speculating in Controller's Warrants—buying them up at a discount for the purpose of paying them into the State Treasury.
