Extract of a letter from Annapolis, dated Oct. 31.

"The affection for the new government is firmly established in the minds of the good people of this state-and this sentiment pervades the various classes of citizens very generally. I think there is no doubt of members truly federal being sent from hence to the senate and to the house of representatives also. The electors of the president and vice president will likewise I have no doubt, be men well disposed towards the new government for this first and most important office, the great and good defender of American liberty, is looked up to as the most fit and proper man on every ground of consideration; and nothing will be more grateful to the inhabitants of Maryland, than to see this capable, modest and just man at the head of the new government in its outset; but the public mind seems to be very much divided with respect to the vice president; amongst others, the late inspector-general of the American army is spoken of, and the eminent services he rendered in that line to the cause of these states should be impressed indelibly on the remembrance of every good patriot. I suppose you will expect to have the vice-president from some one of the eastern states, in return for our having the president from a more southerly one; be it so--the Baron Steuben resides in New-York, and holds large landed property in that state; he has been a citizen of the United States for nine years and upwards; his military talents are nearly equalled by those he possesses as a politician; his integrity is indisputable; his liberality is great and conspicuous. It might happen from the death, absence, or other accident to the president, that the vice president would stand for some time in his shoes; and to compensate this event, it is highly necessary the vice-president should have qualities such as are above described, which are possessed by the gentleman I have named. Added to this, the Baron is esteemed wherever known, and no man is more in the confidence of General Washington.

I think the Baron would do credit to the appointment, and I conceive this public mark of approbation to be in some measure due him from a nation he was attached to inviolably in every stage of its struggles, and for the preservation of whose liberties he left his native country, and a station of dignity and profit which he enjoyed there."
