Cruelty to Animals.

Ed. Monitor:—Why in the name of common sense don't the owners of the horses and cattle that we see out in the fields on wintry days and nights, shelter the suffering stock? Is it because they want to save the stalks and hay, or is it because they have no pity or feeling for the shivering brutes? "A merciful man is merciful to his beasts," and when I see horses or cattle confined out in the open field day and night without any kind of shelter in such weather as we have had this week, I say that man is unmerciful. It is needless to mention any names for the traveling public know where this shoe will fit.
