THE NATIONAL PLATFORM.
Purposes of the War.
The following resolution, which expresses the voice of Congress, by a vote nearly unanimous, passed the Senate, and is the true standard of loyalty:
"That the present deplorable civil war has been forced upon the country by the disunionists of the Southern States, now in arms against the Constitutional Government, and in arms around the Capital; that in this National emergency, Congress, banishing all feeling of mere passion and resentment, will recollect only its duty to the whole country; that this war is not waged upon our part in any spirit of oppression, or for any purpose of conquest or subjugation, or purpose of overthrowing or interfering with the rights or established institutions of those States, but to defend and maintain the supremacy of the Constitution, and to preserve the Union, with all the dignity, equality, and rights of the several States unimpaired; and that as soon as these objects are accomplished the war ought to cease."
The General commanding takes this occasion to remind the officers and soldiers of the army that we are engaged in supporting the Constitution and laws of the United States, and in suppressing rebellion against their authority; that we are not engaged in a war of rapine, revenge or subjugation; that this is not a contest against populations, but against armed forces; that it is a struggle carried on within the limits of civilized warfare, upon the highest principles known to Christian civilization, and should be conducted by us upon that basis.

I hold that this Government was made on the white basis, by white men, for the benefit of white men and their posterity forever.
