REPRESENTATIVE WILLIAMS' proposition to authorize county treasurers to first offer all property, upon which taxes are delinquent, for sale in bulk at auction, the bidder to state the lowest rate of interest at which he will take the property and pay the taxes, is a meritorious measure and would result in a fair rate of interest to the purchaser, while protecting the unfortunate whose property is put up at tax sale, as it is believed men with money to loan would bid such property in for ten or twelve per cent. interest.
