Heating a large university, Yale last year used 25,783 tons of coal of all of our money from property taxes.

"I think that a classification of property by constitutional amendment is very important. Among the classes that should by all means be made are intangibles and lands devoted to growing forests.

"Appropriations are probably too high when we consider the incomes of a large majority of the taxpayers. However, I have found in the past that the state institutions, colleges, schools, hospitals, etc. can use advantageously all the money they ask for. Under present conditions, we can appropriate for only those things that are absolutely necessary, and it is a real problem to decide just what those things are. Of course, the cost of administration, as with the overhead in any business, should be reduced to a minimum."

Asked for his views on suggestions that some state commissions or other agencies might be abolished or consolidated, Mr. Dabbs replied:

"The responsibility for the effective and economical operation of the government and the enforcement of the laws should rest squarely on the governor. I am in favor of giving the governor such legal authority and machinery (such as boards, commissions, etc. as in his judgment will enable him to do this. Therefore my position on the question of retaining or abolishing any of the present agencies will depend largely upon the governor's recommendations."
