Extract of a letter from a gentleman in Richmond to his friend in Martinsburg, dated the 20th instant.
"There is no doubt of the passage of the Bill now before the House of Delegates, for establishing a Superior Court of Law in each County. It abolishes the District Courts, and directs that the State shall be laid off in twelve Circuits, to each of which a Judge of the General Court, shall by that Court be specially assigned, and that he shall hold a Court in each County of his Circuit twice a year, with all the powers and jurisdiction of the present District Courts. Your Circuit is composed of Loudoun, Jefferson, Berkeley, Hampshire, Hardy, Rockingham, Shenandoah and Frederick. Two Judges will of course be appointed.
On the Execution law, will not, I presume, be suspended, but something I am certain will be done to prevent the sacrifices of property-that the Embargo will otherwise produce. Perhaps the old system of twelve months replevin bonds."
