WASHINGTON-AP-A man and two women are being arraigned on charges of violating the White Slave act today as the result of what the Federal Bureau of Investigation described as a drive on vice in the nation's capital. The women were identified by J. Edgar Hoover, FBI director, as operators of the Hopkins Institute, "a pseudo massage parlor' in the Du Pont Circle section of Connecticut Ave. They were listed as Mildred Powell Carter, 33, and Rose Anderson, 32. The man, George Francis Whitehead, 43, who was arrested in New York, was described as owner of the place.
