It is asserted on good authority that his Grace of Northumberland will be the last nobleman to fill the office of Lord Lieutenant. Contemplated changes include appointment of a Secretary for Ireland with a seat in the Cabinet, vesting all responsibility and patronage in that office. Additionally, Lord Lieutenants of counties, like in England, to be appointed and required to reside constantly in their counties. All present commissions of the peace to be called in and new ones issued by the respective county Lord Lieutenants, avoiding invidiousness in a Radical Reform of the Irish Magistracy.
