A Letter from Vienna gives some Light into this Affair, the Substance of which is as follows: Tho' it has been reported here that every thing is prepar'd at Paris for the Publication of the Peace, there yet subsists a Difficulty which has hinder'd this Treaty, tho' sign'd by the Emperor and his Most Christian Majesty, from being ratified.
The Baron de Brackel having receiv'd, soon after his Arrival at the Imperial Court, as well as the Minister of the King of Poland, the full Powers requisite for signing in the Names of their Czarish and Polish Majesties, the definitive Treaty, the Marquis de Mirepoix, Ambassador of France, besides the full Power of the King his Master, had another from King Stanilaus, for signing on his Part that Treaty, in Quality of High and Principal Contractor.
The Ministers of Russia and Poland having made some Difficulty of subscribing to this Article, and consequently of signing the Treaty, dispatch'd Couriers to their respective Courts, which were so far from condemning the Refusal of their Ministers on this Occasion, that they have approved of their Conduct, and have since declared, that they could not admit King Staniflaus as principal Contractor.
There has been frequent Conferences between these Ministers and those of the Emperor, in order to accommodate this Affair.
