TO THE EDITORS OF THE NATIONAL INTELLIGENCER.
Gentlemen,
As it appears to be very doubtful whether Congress will grant a charter for the Bank of the Metropolis; would it not be advisable for the Directors to call the Stockholders together, to decide whether it would be proper for the Bank to go on (without a charter) agreeably to the articles of association, or not? At all events, I think it would be but prudent for the Directors to suspend the purchase of a House, as a Banking House, until a charter can be obtained, but to rent one, which can I believe be easily done, and very contiguous to the Treasury, and other public offices,
A LARGE STOCKHOLDER.

Main Argument
directors should convene stockholders to decide on operating the bank of the metropolis without a charter if congress denies one, and prudently rent a banking house near the treasury instead of purchasing until a charter is secured.
