GARBLED, ETC.—A distinct statement made by any writer, which is not qualified by preceding or following words, is not, when quoted, a "garbled extract."
We make this announcement for the benefit of whom it may concern. As, for instance, the statement of a writer that he considers that a certain route over the mountains is the "easiest and safest for the railroad track," is an assertion of conviction, which is not qualified or modified by saying subsequently that another route is being built upon by a company having more means than the constructors on the first named line.
And in this connection we may remark that it strikes us very forcibly that "California and the country" are sustaining the Dutch Flat road to the tune of many millions. All are glad of that. All know it to be the fact.
The "wisdom" of the matter is approved, as in the past—not something understood to be called for in the future.
That don't negative or qualify the fact that another route is "easier and safer for a railroad track."
