FROM WASHINGTON—Jan.14.

" I enclose to you a copy of the message from the President of the United States. transmitting a letter to him from the Secretary of State, and a estimate of the sum necessary to be appropriated for carrying into effect the Convention between the United States and the French Republic, in pursuance of a resolution of the 8th inst. The estimate is as follows :—

Estimate of the expenses necessary for carrying into effect the Convention between the United States of America and the French Republic of the 30th September, 1801.

Doils.

For captures made prior to the date the Treaty on which no final condemnation had then passed, and of which the property was brought into the United States, 137,770

For captures made subsequent to the date of the Treaty, 70,351

For captures, where the property was not brought into the United States, nor any condemnation had, 122,156

For cases of capture not at present known, and for a possible excess of the indemnities to be paid above the estimate, say 19,723

NOTE. The sum of 2000 dollars per annum, to cover the allowance to an Agent at Paris, to perform the office of soliciting claims for restitution under the Convention, has been included in the general estimate for the service of the year 1802

The repairs put upon the corvette Berceau before her delivery to the French Republic, are not included in the above estimate :-they amount to, dolls. 32,889 54 cents.

" Thus you see, my friend, three hundred and fifty thousand dollars are to be paid the French, for their picaroons, and other vessels, which our gallant and vigilant cruisers have taken : besides a pretty round sum in repairs for the Berceau. Where is the provision, you will ask, for the millions of property piratically taken by the French ?—No where that I know of. Can it be possible that Americans will cheerfully acquiesce in this flagrant, shameless, injustice?"
