The second session of the 36th Congress closed by limitation at noon on Monday, March 4. The real business of the session was finished on Saturday, but the Senate had not at that time come to any conclusion on the various compromise or peace propositions sat till midnight Saturday night, and resuming early Sunday evening continued together, discussing and voting on these questions all that night. The result was the passage by an exactly two-thirds vote, as in the House, of the Corwin proposed amendment to the constitution, which is as follows:
"No amendment shall be made to the constitution which will authorize or give to Congress the power to abolish or interfere within any state with the domestic institutions thereof, including that of persons held to labor or servitude by the laws of said State."
The vote of the Senate on this was as follows:--
Yeas--Messrs. Anthony, Baker, Bigler, Bright, Crittenden, Dixon, Douglas, Foster, Grimes, Gwin, Harlan, Hunter, Johnson, of Tennessee, Kennedy, Latham, Mason, Morrill, Nicholson, Polk, Pugh, Rice, Sebastian, Ten Eyck, Thompson--24 (republicans in italics)
Nays--Bingham, Chandler, Clark, Doolittle, Durkee, Foot, King, Sumner, Trumbull, Wade, Wilkinson, Wilson--12 (all republicans).
All the other propositions were defeated. That of the peace conference had only 7 votes to 28 negatives.
The Crittenden Compromise was finally defeated by a strict party vote as follows:--
Ayes--Bayard, Bigler, Bright, Crittenden, Douglas, Gwin, Hunter, Johnson, of Tennessee, Kennedy, Lane, Latham, Mason, Nicholson, Polk, Pugh, Rice, Sebastian, Thompson, Wigfall--19.
Nays--Anthony, Bingham, Chandler, Clark, Dixon, Doolittle, Durkee, Fessenden, Foot, Foster, Grimes, Harlan, King, Morrill, Sumner, Ten Eyck, Trumbull, Wade, Wilkinson, Wilson--20.
