WILL SCRUTINIZE
CAMPAIGN FUNDS

EXAMINE SOURCE
RATHER THAN AMOUNT.

Chairman of National Committee
-Now in Washington-McAdoo
to Appear on Stump.

Washington, July 29.--Funds for financing the Democratic national
campaign will be received in any amounts and party leaders will be
concerned only with the sources from which the money comes, George
White, the new national chairman announced today in paying his first visit
to the party's national headquarters.

He characterized as "buncombe" the suggestion that campaign contributions be limited to $1,000 for each contributor.

Party heads will scrutinize carefully all campaign gifts in order that
"no obligation will be entailed on the candidate." Mr. White asserted, adding that any plans to restrict amounts of gifts would be useless since such
could be easily circumvented.

The new national chairman in discussing campaign developments declared that Governor Cox as the
nominee of the San Francisco convention had become the new head of
the party.

With respect to interpretations
placed on the recent conference at
the White House between President
Wilson and Governor Cox on the
league of nations issue Mr. White
said there were no ironclad contracts
entered into and there was a certain amount of elasticity in the statements. Mr. White said he had not
received an invitation to the White
House but he expected to "call and
leave his card." He added that
whether he saw the president at this
time depended entirely on the White
House.

Democratic campaigners will
go before the country with the slogan
"peace, progress and prosperity,"
Mr. White announced. With this line
he added humorously. "We will be
'Coxsure' of winning."

Campaign plans, as developed thus
far, Mr. White said, call for a tour
by Governor Cox of most of the
states. He referred to the states of
Ohio, Indiana and Illinois as the
"battle ground."

The nominee is expected also to
make a special speaking trip through
New England.

The aid of William G. McAdoo,
runner up to Mr. Cox at San Francisco, has been obtained as a speaker.
Mr. White said. The chairman expects to see Attorney General Palmer before leaving Washington to
ask him to take the stump during the
campaign.

Selection of a campaign committee numbering probably 15, will be
announced soon as will be the Western manager of the campaign who
will have headquarters in Chicago.
E. H. Moore, Governor Cox's pre-
convention campaign manager, Mr.
White indicated, will be appointed to
the campaign committee. Financial
arrangements will be left to Wilbur
M. Marsh, national treasurer, who
has been asked to organize a committee to direct the work.
