The Mail and Express, the only respectable Republican paper in New York City, has at last acknowledged, though its honesty stamps many orators of lying, that "there is a treasury surplus, piled up and still accumulating, which is threatening the business interests of the country." Then, having made this partial admission, the "good Shepherd" makes a clean breast of the whole thing and confesses, what formerly it as vehemently denied, "that the Democratic party has made a sincere effort to relieve the Treasury of its surplus and commerce of its dangers." It almost says "Mr. Mills is not a fool." If the Mail continues to recede light in this liberal fashion the next campaign we may find it the champion of the Mills Bill.
